Lockfile drops pinned setuptools
High Severity
The regenerated release.txt lockfile omits setuptools==84.0.0, which release.in still pins. The publish job installs only this hash-locked set and then runs python -m build --no-isolation, so the setuptools backend is no longer provisioned and the nightly/stable package build fails on Python 3.12.
