fix: publish minimum versions to clustermax-web-oss

Summary

• Change WEB_REPO from SemiAnalysisAI/clustermax-web to SemiAnalysisAI/clustermax-web-oss.
• Update the destination comment. No other workflow behavior changes.
• Keep the source master trigger, published URL, and table path unchanged. The existing clone/push logic uses the destination default branch (main).

Validation

• YAML parse and destination/source-trigger/path assertions pass.
• git diff --check passes.
• Focused minimum-sync and minimum-version tests: 48 passed, 72 subtests passed.
• Confirmed the destination repository uses main and contains app/minimum-versions.json/route.ts.

Existing operational blocker

The September 30 publisher run failed because CLUSTERMAX_WEB_TOKEN was empty: https://github.com/SemiAnalysisAI/ClusterMAX/actions/runs/36692694339
Configure that Actions secret with write access to SemiAnalysisAI/clustermax-web-oss before expecting successful publication. This PR does not create or change credentials and does not claim a successful live publish.

Overview
The minimum-versions-publish workflow now targets SemiAnalysisAI/clustermax-web-oss instead of SemiAnalysisAI/clustermax-web. The WEB_REPO env value and the header comment were updated accordingly.

Clone, file write, push, triggers, PUBLIC_URL, and data/minimum-versions.json behavior are unchanged—only the GitHub destination for the published audit minimum table moves to the OSS website repo.
