GitHub uses the presence of this file to light-up security reminders and a link to the file. This pull request commits the latest official SECURITY.MD file from https://github.com/microsoft/repo-templates/blob/main/shared/SECURITY.md.

Microsoft teams can learn more about this effort and share feedback within the open source guidance available internally.

Merged main into this branch and resolved the conflict in commit 19e0ee4. The only conflict was an add/add on SECURITY.md; I kept the official Microsoft SECURITY.MD V1.0.0 block from this PR and retained the repository-specific security note that exists on main.
