This pull request updates the Ray installation documentation and the associated Python 3.10 CPU pip freeze dependency list to version 2.58.0. The pip freeze output contains several local file paths (e.g., file:///home/conda/... and file:///home/ray/...). These local paths are not portable, which prevents users from installing these dependencies directly via pip install -r. Furthermore, it hides the actual package versions in the documentation. Please clean up the freeze output to replace these local file URLs with their corresponding package versions (e.g., backports.zstd==1.5.5.1 or ray==2.58.0).
