[Feature][Ray]: Support EEP for RayExecutorV2 #38164

🚀 The feature, motivation and pitch

RayExecutorV2 is introduced in #36836 but still lacks EEP support.

Needs to implement reinitialize_distributed() and forward collective_rpc to workers.
