Super admin users should not be added to organization-user relationship records.
Super admins already have inherent access to organizations through their global role/permission model. Persisting them as organization users creates redundant membership records and can make it harder to distinguish explicit organization membership from global administrative access.
Desired Behavior
- When creating or updating organization user relationships, skip users with the super admin role.
- Super admins should still be able to access organizations through their existing global permissions.
- Organization user relationship records and organization user lists should only represent users explicitly associated with that organization.
Motivation
This keeps organization membership data accurate and easier to reason about, especially for audits, UI membership lists, permission checks, and membership removal flows. Super admin access should be governed by the super admin role rather than by organization-user relationship records.
