Make the uninitialized-data section error its own type

 - Make it easier to identify when an uninitialized-data section is
   being read by adding a custom error type.

Provide a proper error message when reading NOBITS sections

 - This change gives a proper error message when attempting to get the
   contents of an uninitialized section such as .bss. Previously, the
   program would simply attempt to read the contents and give an error
   about it being outside the bounds of the file.

Fix potential int overflow in elf32_format.go

 - GetSectionContent for ELF32 files had a potential overflow/underflow
   issue if a section size was too large.

 - Modified the error messages for both elf32_format.go and
   elf64_format.go.

Add go.mod file

 - Going to also tag this as v1.0.0; I don't plan to remove any
   features, at least, and anything I add shouldn't break compatibility.
