As a founding member of the U.S. Digital Service and the former CTO and Chief AI Officer at the U.S. Department of Veterans Affairs, his teams modernized platforms serving 18+ million monthly active users and led critical AI deployments in healthcare and benefits. Teams Charles led were recognized twice at the Samuel J. Heyman Service to America ("Sammies") awards, and he has taught grad students at Harvard and Georgetown.
